Expert Criticises Government On Child Support Reform

The Times has reported that Patrick Parkinson, one of the architects of the much vaunted Australian child support system, is concerned about the Government's moves to introduce the slimmed-down Child Maintenance and Enforcement Commission.

The paper claims that he has flown to England specifically to voice his concerns about the reforms and that the Government has suffered a "nervous breakdown" in its decision to scrap the CSA. While he can understand the political need for reform he states that "closing down one agency and starting up another to carry out similar functions is a desperate measure".

One of his key concerns is that the £40 a week that mothers will be able to keep before any benefits are clawed back will come to be seen as the only sensible amount level of payment, given that anything above that will be offset against benefits.
